BLP is an undemocratic organ whose affairs are run primarily by a group of elite women, headed by the First Lady. Its top-down structure is characterized by minimal involvement of rural women in decisionmaking. The personnel are often insensitive to gender issues. The ideology of BLP appears to be conservative; it emphasizes the traditional roles of women and does not confront gender inequality.
